Công nghệ, quản trị và nhân lực là những nhân tố chủ chốt quyết định sự thành bại của cả một doanh nghiệp. Với ý nghĩa như vậy, để ngành in thành phố Hồ Chí Minh phục hồi, phát triển như chủ đề của Tọa đàm hôm nay, đồng thời hướng tới thực hiện nhiệm vụ chiến lược của ngành là mở rộng thị trường in xuất bản phẩm, tạo điều kiện cho cơ sở in có vốn đầu tư trực tiếp nước ngoài tham gia thị trường in trong nước; khuyến khích các cơ sở in đẩy mạnh thị trường in xuất khẩu và tham gia sâu vào chuỗi cung ứng hàng hóa khu vực và thế giới, tôi xin được trình bày tham luận với chủ đề “Nghiên cứu xây dựng trung tâm tư vấn ngành in”.

Có thể thấy rằng, với tốc độ phát triển nhanh chóng thời gian vừa qua, ngành công nghiệp in Việt Nam là một ngành có rất nhiều tiềm năng phát triển trong tương lai, khi thị trường in toàn cầu được dự báo tiếp tục có sự tăng trưởng trong 5 năm tới. Tính hết năm 2021, quy mô ngành từ số liệu báo cáo các Sở vào khoảng 4,1 tỷ USD (85.000 tỷ đông). Nếu tính qua các số liệu tham chiếu khác từ nguyên liẹu in, doanh thu đó có thể vượt 6 tỷ đồng, nhưng cũng mới chỉ bằng 65% của Thái Lan.
So sánh trong khu vực cho thấy, qui mô ngành công nghiệp in Việt Nam tuy có bước phát triển nhưng còn chưa tương xứng với tiềm năng. Tuy số lượng doanh nghiệp in tăng nhanh trong những năm qua nhưng còn bộc lộ các hạn chế như: Năng lực, quy mô, trình độ của các cơ sở in.
– Về công nghệ in
Theo thống kê thông qua số liệu nhập khẩu thiết bị in 3 năm qua của Cục Xuất bản, In và Phát hành chỉ tính các thiết bị in công nghiệp (gồm máy in offset, máy in flexo, máy in ống đồng) là:

Trên cơ sở số liệu trên ta thấy rằng, mặc dù đầu tư cho ngành In vẫn đạt mức cao trong bối cảnh bị tác động nghiêm trọng bởi dịch Covid 19, nhất là trong 8 tháng đầu năm nay, nhập khẩu có tín hiệu khởi sắc nhưng chất lượng thiết bị nhập chưa thực sự cao, còn 40% máy đã qua sử dung, 11% máy trên 20 năm tuổi cho thấy đa số công nghệ sản xuất theo lối truyền thống, sản xuất các loại sản phẩm quen thuộc với chất lượng theo tiêu chuẩn cũ, dẫn tới những khó khăn khi khách hàng yêu cầu áp dụng các tiêu chuẩn quốc tế.
Việc chuyển đổi công nghệ trước, trong và sau in tuy đã có những thay đổi nhất định nhưng chưa đồng đều. Tỷ lệ áp dụng các công nghệ thiết bị mới còn thấp, thiếu sự cập nhật. Số các doanh nghiệp in của nhà nước đa phần đã được tiến hành cổ phần hóa, nhưng phương pháp tổ chức bộ máy và công tác quản trị doanh nghiệp còn chưa phù hợp; Sản xuất của các cơ sở in chủ yếu phục vụ trong nước chưa vươn mạnh ra thị trường nước ngoài.
Nguyên nhân tình trạng trên ngoài nguyên nhân khách quan do nguồn lực hạn chế của các đơn vị còn có nguyên nhân chủ quan từ thiếu thông tin; thiếu hạ tầng kỹ thuật hỗ trợ ngành in (đơn vị sửa chữa, bảo trì bảo dưỡng thiết bị in …) giúp hợp lý hoá chi phí và tính năng, chất lượng nhập, tăng hiệu quả đầu tư.
– Về nhân lực
Nguồn nhân lực vừa yếu vừa thiếu, năng suất lao động thấp. Theo số liệu báo cáo của các cơ sở đào tạo trên cả nước năm 2019 đào tạo được 1.357 học viên trong đó trình độ kỹ sư là 125 kỹ sư chiếm tỷ lệ 9,2%; năm 2020 tổng số có 1.265 học viên, kỹ sư là 130 chiếm tỷ lệ 10,2%; năm 2021 tổng số đào tạo là 467 học viên trong đó kỹ sư là 70 chiếm tỷ lệ 14,9%.
Số lao động có trình độ tay nghề cao (bao gồm cả những kỹ sư, công nhân bậc cao đào tạo tại nước ngoài) phần lớn đã hết tuổi lao động dẫn đến chất lượng nguồn nhân lực có dấu hiệu giảm sút rõ rệt. Số lao động lâu năm trong ngành lại khó khăn trong việc cập nhật tiến bộ khoa học kỹ thuật và công nghệ mới.
Nguyên nhân: phương pháp đào tạo và cách sản xuất không phù hợp; Hạ tầng của doanh nghiệp chưa theo kịp trình độ đào tạo, phần lớn các cơ sở in sản xuất theo cách truyền thống, nhân lực được đào tạo có trình độ cao khó áp dụng khoa học kỹ thuật mới; ngoài ra còn do những khó khăn về kinh phí, rất ít doanh nghiệp đầu tư kinh phí cho khâu đào tạo.
– Về quản trị
Vấn đề quản trị in phụ thuộc nhiều vào công nghệ thiết bị và chất lượng nhân lực. Công nghệ và thiết bị cũ, lạc hậu nên quá trình quản trị cần qua nhiều công đoạn, làm tăng chí phí. Trình độ nhân lực quản trị không theo kịp sự phát triển của công nghệ, thiết bị. Hầu hết các doanh nghiệp chưa đầu tư, quan tâm đến xây dựng các tiêu chuẩn quốc tế để tham gia chuỗi sản xuất hàng hóa cung ứng toàn cầu. Việc ứng dụng hệ thống thông tin quản lý chung của doanh nghiệp MIS (Management Infromation System) theo chuẩn công nghệ của CMCN 4.0 trong ngành in còn chưa được phổ biến và gặp nhiều khó khăn khi áp dụng.
Trong cuộc CMCN 4.0, kinh tế chia sẻ, quá trình quản trị cần thay đổi phù hợp, bài toán đầu tư dàn trải hay đầu tư trọng tâm, trọng điểm cần phải được tính toán. Chưa có phương án để các doanh nghiệp tạo thành nhóm liên kết (mô hình như nghiệp đoàn in tại Nhật Bản) để giảm sự cạnh tranh không lành mạnh, giảm sự đầu tư lãng phí, nâng cao năng lực toàn ngành in Việt Nam.
Từ thực trạng trên đặt ra yêu cầu khách quan về việc cần phải có các Trung tâm tư vấn để giải quyết các vấn đề trên.
Trung tâm tư vấn có các nhiệm vụ chủ yếu sau:
1/ Tư vấn, công nghệ và quản trị: Tư vấn pháp luật, chuyển giao các công nghệ, hướng dẫn thực hiện quản trị, quản lý chất lượng đạt các chứng chỉ quốc tế (các chứng chỉ ISO, GMI, G7…)
2/ Hỗ trợ đào tạo, bồi dưỡng, dạy nghề: Đào tạo quản lý cấp cao, quản lý cấp trung, cán bộ kỹ thuật, công nhân.
3/ Xúc tiến thương mại: Kết nối các nhà đầu tư, các hãng sản xuất thiết bị, vật tư.. trên thế giới với các doanh nghiệp Việt Nam.
4/ Kết nối, liên thông và chia sẻ thông tin ngành: Xây dựng và phát triển nền tảng số, dữ liệu số của ngành.
Vậy để hình thành Trung tâm cần các điều kiện như: Thay đổi nhận thức; Chuẩn bị nhân sự; Xây dựng nền tảng; Tăng cường kết nối của các đơn vị để ngành thực sự có một sân chơi chung hỗ trợ ngành in phát triển.
Các doanh nghiệp in phải thực sự đóng góp vào quá trình thúc đẩy này, chung tay đồng hành cùng Cục, Hội in, các cơ sở đào tạo và các chuyên gia có năng lực để thúc đẩy các hoạt động hỗ trợ phát triển ngành in. Hiện tại, thị trường in trong nước thì bão hòa, cạnh tranh nội địa áp lực cao, để ngành in tăng trưởng và giảm bớt các áp lực cạnh tranh trên sân nhà thì thị trường in xuất khẩu là một giải pháp tốt nhất, là lối ra cho các doanh nghiệp Việt Nam và thị trường này thực sự có lợi cho chính các doanh nghiệp in khi tham gia.
